MIPS Promoting Interoperability
The MIPS Promoting Interoperability (PI) program promotes the use of CEHRT Certified EHR Technology, an EHR that conforms to the ONC's Health IT Certification Program criteria and standards for improved patient engagement and electronic exchange of information. MIPS PI is implemented by measuring the performance of an Eligible Clinician (EC) or a provider group across a set of measures that support these goals.
ECs are required to use an EHR that meets the certification criteria at 45 CFR 170.315 for participation in this category.
To meet the measure requirements for MIPS PI, the clinic setup must include:
- Access to prescribe electronically using Rcopia
- Access to prescribe controlled substances using Rcopia EPCS Gold
- Access to a prescription drug monitoring program (PDMP)
- An active Direct Message Sevocity feature that exchanges encrypted communication between two parties using DirectTrust (Direct) transport standards account
- Interface setups needed to meet the Electronic Case Reporting and Immunization Registry Reporting measures

MIPS PI consists of two types of measures: percentage-based and self-attestation. For the purposes of reporting, percentage-based measures require a numerator, denominator, and resulting percent, and self-attestation measures require a Yes or No attestation.
